Mauritius is one of the first countries in the region to formally launch a national e-invoicing initiative, requiring businesses to establish a secure digital connection with the Mauritius Revenue Authority (MRA).

This reform is being implemented in phases — starting with larger corporations and extending to smaller enterprises — to create a fully digital, transparent, and data-driven economy that meets international financial governance standards.

While the MRA has adopted a phased rollout, the window for a seamless transition is narrowing. Some categories of businesses must ensure their Electronic Billing Systems (EBS) can transmit data in the required format for real-time fiscalisation. Failure to complete the integration with MRA's E-Invoicing System within set deadlines may carry significant risks, such as administrative penalties and operational issues. Invoices issued without a valid Invoice Reference Number (IRN) and QR code from the MRA platform may be considered legally invalid and consequentially lead to the disallowance of input VAT claims.
